If they were posted together, data.gov users could more easily discover interconnections among data sets. The files at each link on the page explain: (1) WHAT data a department wants to collect from the public, and the form that will be used to collect it; (2) WHO must fill out the form, and WHY; (3) WHEN the data will be, or was, collected; and (4) HOW the data will be used. This rich source of metadata should be readily available to data.gov users because it can break through silos and spark innovative ideas about how to combine data sets in new ways that add value.
