Consider elements of a complete open data ecosystem

Nat Torkington recently posted Truly Open Data at http://radar.oreilly.com/2010/03/truly-open-data.html, in which he argues for an "open source approach" to data, considering lessons learned from the successful open source software community.

 

I won't try to reproduce his post, but I recommend reading it, and I hope it will spur some more specific ideas for Data.gov.

Centralize the encryption & data protection laws by location

Create a new data source which contains the laws broken down by country / state / province which outline the rules for exporting / importing encryption and which include the rules for data locality. For example, some countries require companies who conduct business of a certain $$ amount in their country to locate that sensitive data in their country physically and not in another country.
