Nat Torkington recently posted Truly Open Data at http://radar.oreilly.com/2010/03/truly-open-data.html, in which he argues for an "open source approach" to data, considering lessons learned from the successful open source software community.
I won't try to reproduce his post, but I recommend reading it, and I hope it will spur some more specific ideas for Data.gov.
I applaud the visionaries behind Data.gov for understanding the importance of feedback. It is great that there are feedback input mechanisms for datasets and also this feedback input site (ideascale) for feedback on the solution governance, architecture, and technologies.
